Weekly Update: December 8 – 12, 2008

PUBLIC MEEETING DECEMBER 18

On Thursday, December 18 from 7:00 PM – 9:00 PM the New York State Department of Environmental Conservation will hold a Community Meeting at Public School 225, located at 190 Beach 110th Street, to present additional information regarding the nature and extent of the contamination that exists at the Rockaway Park Manufactured Gas Plant site.

At this meeting, DEC will provide information and respond to questions about how far this contamination has migrated, in what directions it is moving, and in what directions it is not moving. DEC will also explain how the approved remedy will protect nearby properties.

National Grid’s Remediation Contractor continued with site mobilization and preparation activities, which included the delivery of backfill material and access road base material (gravel), the temporary tent enclosure structural elements, and additional construction equipment, materials, and supplies. In addition, work continued on construction support trailer installations, site clearing of above grade vegetation, and construction of parking areas for site workers and visitors. In addition, pre-characterization activities were performed along the perimeter utility cut and cap southern and northern alignments. Odor and dust suppression activities were conducted as necessary. National Grid’s consulting engineers continued to monitor the site activities with community air monitoring program (CAMP) equipment.

CAMP data is reviewed and compared to specific NYSDEC/NYSDOH approved criteria, known as “Action Limits.” As a result of this evaluation process, site conditions are categorized into two categories, “Operational Condition” and “Action Condition.” The “Operational Condition” is applicable when the data is below the “Action Limits”, and means that normal operations can continue. The “Action Condition” occurs when one or more of the fifteen minute average measurements for Dust (PM10), Total Volatile Organic Compounds (TVOC), Naphthalene or Odor Intensity are greater than the background or upwind measurement by the specified “Action Limits.” Reaching an Action Level requires corrective action or stopping work until the condition is addressed or abates. During the period from December 8, 2008 through December 12, 2008, six portable CAMP locations were in-use and measured TVOC and PM10. Fifteen-minute averages for TVOC and PM10 data remained in Operational Condition. On December 9, 2008, elevated concentrations of dust were recorded for a period of 22 minutes at CAMP Location # PAM3.  Elevated dust concentrations were caused by exhaust from construction vehicles operating in the area of PAM3.  This dust was not associated with intrusive activities; therefore, the site remained in the Operational Condition. For the week of December 15, 2008 through December 19, 2008, additional deliveries are scheduled for backfill material and access road base material (gravel), and continued delivery of the temporary tent enclosure structural elements. In addition, utility connection installations and pre-characterization activities along the southern and northern perimeter utility cut and cap alignment will continue. Installation of the electric service to the permanent CAMP units is also scheduled. Odor and dust suppression activities will be conducted, as necessary. National Grid’s consulting engineer will continue to monitor the site activities with CAMP equipment.
