
Weekly Update Ending: August 13, 2010
National Grid’s Remediation Contractor continued with site remediation activities, which included the delivery of construction materials, imported backfill material (stone and common fill), as well as construction equipment and supplies. Backfill material placement and compaction activities were completed inside Tent Position #10b. Tent relocation activities from Tent Position #10b to the next Tent Position (Tent Position #9) commenced. Tent relocation activities included the temporary disassembly and staging of tent anchors and the vapor management system (VMS), temporary removal of the central panel, end panels and access doors, followed by the relocation of the two tent sections and replacement of the central panel, access doors, and end panels. The temporary fabric enclosure supports, tent anchors, and VMS were reset as the final phase of the tent position relocation. Tent Position #9 Shallow Excavation activities commenced with stockpiling inside the tent in preparation for load-out. In addition, the on-site two-foot cut along the eastern fence line of the substation in the former footprint of Tent Position #15 commenced with spoils stockpile within Tent Position #9. Temporary sheet piling continued to be removed and staged on-site. Mobilization, drilling and installation of recovery well RW 16B was completed. Common fill material deliveries and grading activities continued to support the Cap construction. National Grid’s consulting engineer conducted noise and vibration monitoring activities, as necessary.
Maintenance of the decontamination areas, work zones, on-site gravel access roads, parking areas and material staging areas, imported backfill material (i.e., clean fill), stockpile covers, the perimeter privacy screen, and soil erosion and sediment control (SESC) measures continued. Odor and dust suppression activities were conducted, as necessary. National Grid’s consulting engineers continued to monitor the site activities with the community air monitoring program (CAMP) equipment.
During the period from August 9, 2010 through August 15, 2010, six fixed base CAMP units and two portable CAMP units were in-use and measured total volatile organic compounds (TVOC) and particulates (PM10). Fifteen-minute averages for both TVOC and PM10 data remained in the Operational Condition. No elevated TVOC readings were reported for the weekly monitoring period. On Tuesday, August 10, 2010, elevated PM10 concentrations were reported at Fixed Air Monitoring Unit # 1 (FAM 1) and were caused by high relative humidity. On Wednesday, August 11, 2010, elevation PM10 concentrations were reported at FAM 1 and were caused by high relative humidity and heavy equipment operation. For the week of August 16, 2010 through August 20, 2010, temporary fabric enclosure relocation activities from Tent Position #10b to the next Tent Position (Tent Position #9) are scheduled for completion. Tent Position #9 Shallow Excavation activities are scheduled to continue with off-site transport and disposal of impacted soils at approved and permitted disposal facilities. Temporary sheet piling will continue to be removed and staged on-site for re-used at Tent Position #9 or for future demobilization from the Site, as appropriate. Mobilization and development of recovery well RW 16B by driller is scheduled. Odor and dust suppression activities will be conducted, as necessary. Work zone delineation, site maintenance activities, CAMP operation monitoring activities will continue, and noise and vibration monitoring activities will continue, as necessary.
